Public choice is defined by Dennis Mueller as “the economic study of non-market decision making or simply the application of economics to political science”. As I have pointed out in previous lectures, since the beginning of the twentieth century the main arguments for the free society with free markets have been made by economists. A particular example of this is the theory of public choice. This theory was developed largely by the economist James Buchanan during the 1960s. Another major idea in Public Choice is ‘dispersed costs and concentrated benefits.’ This is a long-winded way of referring to the special-interest lobbying that plagues any political system.
